Mr. Clark has over 25 years of experience in the aerospace industry, managing unmanned systems. He 

started his career at Lockheed Martin Skunk Works involved in the design and development of multiple 

classified efforts. His design expertise and passion was in the configuration design of low observable 

vehicles. He was the chief designer for the Darkstar Program, for which he was recognized with the 

Lockheed Martin Gold Skunk Award for Achievement and Excellence. During his career, he had the 

opportunity to work on a wide variety of programs (F-117A, YF-22, SR-71, U-2, Sea Shadow, X-33, 

VentureStar, and other classified programs).  

In 2002, Mr. Clark joined the Northrop Grumman Integrated Systems as program director of the Advanced

Technology Development Center. There he managed a multi-billion dollar portfolio of advanced ISR 

systems. In 2006 he was promoted to vice president of special programs. He was recognized with the 

Northrop Grumman Chairman's Award for his key contributions in technology and program management.   

He joined Insitu in late 2008 as vice president of emerging programs. In this role, he is responsible for the 

Integrator program development, advanced system development, oversight of the Canadian SUAS (Small 

Unmanned Aircraft System) program and direct management of the pending competition for the small 

tactical unmanned air system (STUAS) for the U.S. Navy and U.S. Marine Corps. Bill graduated from 

University of California, San Diego with a BS in Mechanical Engineering. He is also a graduate of the 

Executive Program Management course at the Defense Acquisition University. He has received three 

patents for his work in advanced systems design.
